The US Embassy in The Hague is seeking an individual for the position of Computer Management Assistant.

BASIC FUNCTION OF POSITION

Serves as front-line support for the unclassified computer systems at the Embassy, Consulate and other locations.  Assists in the management of all systems software and hardware on the Local and Wide Area Networks running under MS Windows 2000/2003 server, Exchange 2003, and MS XP operating system in Active Directory environment.

QUALIFICATIONS REQUIRED

EDUCATION:  A College degree in Computer Science or an equivalent discipline, which requires ample use of Information Systems is required.  Microsoft Certified Systems Engineer certification or equivalent training in the field of Computer Science and Management.

EXPERIENCE:  Not less than four years of prior work experience with Microsoft Windows 2000 and/or Windows 2003 operating systems and software programs as well as progressively more responsible work within the Information Systems field.

LANGUAGE:  Level IV (fluency) Speaking/Reading/Writing English Level III (good working knowledge) Dutch are required. 

KNOWLEDGE AND ABILITIES: 
Must have system administrator experience within the last year and completely familiar with Microsoft Windows 2000/2003 server and Microsoft Windows XP operating systems as well MS Exchange 2000/2003, MS SQL 2000/2005, MS Sharepoint 2003/2007, ASP design, MS IIS 5.0/6.0 software.  Must have an excellent understanding of PC/Server architecture and its operation, be able to trouble shoot basic hardware problems and have the ability to install PC components, including application software.  The incumbent will also be expected to offer technical support assistance and design, assembling of presentations and Intranet website development.

SELECTION CRITERIA:
When equally qualified, US Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be given preference.  Therefore, it is essential that the candidate address the required qualifications above in the application.

1.  Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
2.  Current employees serving a probationary period are not eligible to apply.
3.  Currently employed US Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
4.  Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

DEFINITIONS:

1. EFM: US Citizen spouse or US citizen child as referred to in 6 FAM 111.3, paragraph R, (1) who is at least age 18, and who, in either case, is on the travel orders of a US citizen Foreign or Civil service employee or military service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad and under Chief of Mission authority.

2. Family Member (FM): Foreign born spouses, dependent children, unmarried partners of the same and opposite sex, parents, other relatives or adult children who fall outside the Department’s current legal and statutory definition of EFM.

3. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permit for employment in country.

4. Not-Ordinarily Resident (NOR): An individual who is not a citizen of the host country; and does not ordinarily reside (see 3.) in the host country; and, is not subject to host country employment and tax laws; has a U.S. Social Security number (SSN).
