Doing Business with the Netherlands Ministry of Defense

The Netherlands Ministry of Defense has published a brochure entitled "Doing Business with the Ministry of Defense." It is aimed at companies who wish to do business with their Ministry
of Defense, which includes all branches of the Netherlands armed forces. You do not have to be a supplier of specifically military products in order to do business with them. It also purchases a wide range of civilian products, not only equipment but also services.

The Netherlands Defense Materiel Process

Investments in military materiel, information systems and real estate are complex.  Many stakeholders are involved, both inside the Defense organization and outside it: the Minister of Defense and the State Secretary for Defense, other ministries, parliament, the media, national research organizations and industries, foreign governments and industries and international cooperation organizations. 

Projects may extend over many years, while international relations and technology are constantly in motion. Investment projects can also involve large sums of money.

The management and control of investment projects require clearly defined procedures, which also make it possible to provide adequate, correct, complete and timely information to the cabinet members and the House of Representatives.  Since the 1980s, the Defense Materiel Process (DMP) has complemented the information included in the budget in providing that information.

The DMP is used for all investment projects, both strategic and non-strategic, with a financial scope of more than E 5 million. ‘Strategic materiel’ comprises all materiel that falls under Article 296 of the EC Treaty. ‘Non-strategic materiel’ comprises items such as tents, generators and simple vehicles, as well as business projects in areas including real estate and ICT. Reporting for non-strategic projects is done via the budget and the ministerial annual report.
